Prior to her role at the San Antonio Hispanic Chamber of Commerce, Marina served as President & CEO of Child Advocates San Antonio (CASA), the only non-profit in Bexar County providing trained court-appointed advocates to foster children recovering from abuse and neglect, with over 45 staff members and 600 volunteer Advocates. Marina joined CASA from CentroMed, where she served as an executive overseeing government and legal affairs.

    Marina holds a J.D. from the University of Illinois-Chicago John Marshall Law School, and a B.A. from St. Mary’s University. She is also a recent recipient of the 2020 San Antonio Business Journal’s 40 Under 40 Award, the 2019 San Antonio Business Journal’s Women’s Leadership Award, the Women of S.A. WOAI Award, and an Inspiring Woman Book Awardee.

Kevin Wolff, MBA, SPHR

Managing Partner

Born and raised in San Antonio, Commissioner Wolff graduated from Tom C. Clark High School. Following this, he immediately enlisted in the United States Navy and held the position of Radioman aboard a guided missile destroyer. After his active enlistment period, Wolff earned both a Bachelors in Business Administration and a Masters in Business Administration from St. Mary’s University.

    His professional business experience, spanning 30 years, includes human resources, organizational design, and business development and operations. As a Senior Vice President in Human Resources for Citigroup, he worked in Delaware and New York City. Wolff returned to San Antonio in 2002 and served as the Executive Vice President and Chief Operations Officer for First American Title.


    From 2005-2008, Kevin had the honor of representing San Antonio City Council, District 9. While on City Council, he led initiatives to improve infrastructure, increase the San Antonio Police Department force, strengthen the ethics ordinance for city council members, and created library facilities in Stone Oak, all while adhering to his conservative principles. Wolff also championed a budget with a tax decrease, the first in more than ten years.


    As Bexar County Commissioner for Precinct 3 from 2008-2019, Commissioner Wolff was a leader in economic development of San Antonio and the surrounding community, which included suburban cities and the unincorporated areas of Bexar County.  Additionally, Kevin served as the Court’s “transportation go-to,” having served as Chairman for the Alamo Area Metropolitan Planning Organization and led the charge on numerous transportation projects. In his role as Chairman, he secured millions of dollars for the San Antonio region, including the expansion of US-281, I-10, and 1604.


    Returning to his HR roots, Kevin joined Spire Risk Management in January of 2021 as a Partner in the firm. In his role, Kevin will manage Human Capital projects for large employers in Texas.


    Commissioner Wolff and his wife Sandi have been married for over 25 years and are very active in the San Antonio community. They are the proud parents of one daughter, Sydney, who is working in the medical sector.

Melissa Cabello Havrda was elected as the San Antonio District 6 Councilwoman on June 8, 2019. While on Council, Melissa served as the Chair of the City’s Public Safety, Transportation and Mobility, and Municipal Court Committees. She also served as a member of the Governance, Investment, and Municipal Utility Committees. Additionally, she served as the first Latina Chair of the Alamo Area Mobility Planning Organization (AAMPO) and the San Antonio Fire and Police Pension Board.

    Melissa is a proud native of District 6 in San Antonio, Texas and attended Taft High School. She earned her B.A. majoring in political science from St. Mary’s University, a Juris Doctorate from St. Mary’s University School of Law, and an MBA from the University of Texas at San Antonio.


    While working on obtaining her degrees, Melissa served her community by working as special assistant to former Mayor Ed Garza. She then served as project coordinator to Mayor Emeritus Lila Cockrell and former Councilwoman Bonnie Conner at the San Antonio Parks Foundation. Melissa has also taught Business Law and Criminal Court Systems at Northwest Vista Community College and Government at St. Mary’s University for their MPA program. She is a practicing attorney, real estate agent, and proud small business owner.


    Prior to serving on City Council, Councilwoman Cabello Havrda served on numerous boards including the Magik Children’s Theater, MOVE Texas, Grandparents Raising Grandchildren, Community Housing Resource Partners, UTHSC Center for Aging, and Transplants for Children, among others. Melissa is also a proud graduate of the inaugural Latina Leadership Institute through the San Antonio Hispanic Chamber of Commerce and served on the SAHCC’s Government Affairs and Business and Economic Development committees. Melissa is an alumni of Leadership San Antonio 41 through the SAHCC and the San Antonio Chamber of Commerce and a 2024 Inductee of the San Antonio Women’s Hall of Fame. Melissa is also a proud graduate of the Hispanas Organized for Political Equality Binational Fellowship.


    Melissa has been married to Jason Havrda, an educator, for over twenty years and they are the proud parents of three children.
